A human-scale organisation designed to cooperate responsibly
The Articles of Association (version 2.0), adopted at an Extraordinary General Meeting, set out a streamlined governance: the General Meeting, a Board of Directors (currently four directors; the Articles allow three to twelve) and an Executive Committee (Bureau).
Human Sea Bridge (Pont de Mer Humanitaire) is a French non-profit association (governed by the French Law of 1 July 1901). Our governance must allow us to act quickly while making responsibilities, decisions, resources and our limits visible. The Articles of Association (version 2.0), adopted by the Extraordinary General Meeting of 10 September 2026, were filed with the French registry of associations on 8 October 2026.

The Articles of Association (version 2.0) provide for a Board of three to twelve directors; four were elected on 10 September 2026. This diagram shows how the bodies fit together; it confers no powers beyond those set out in the governing texts.

Board members have no professional or family ties with one another or with any of the association’s beneficiaries, with the exception of the founding couple, Jérôme and Emna Tinard, who are connected to Yaser Al Rayyes and therefore stand aside from all decisions on that case (declaration of interests).
Human Sea Bridge (Pont de Mer Humanitaire) subscribes to the French Republican Commitment Contract (contrat d’engagement républicain, Law No. 2021-1109 of 24 August 2021: commitments to respect the law, freedom of conscience, equality and non-discrimination, required of associations that receive public funding in France) whenever it applies for public funding, and ensures that its leaders, volunteers and members respect it.
Cooperating without taking the place of those responsible.
Transparency about our scope, resources, decisions and limits. Confidentiality whenever publication could expose a person or a partner.
We cooperate with medical, academic, humanitarian and institutional partners. Each keeps its own mandate, criteria and decision-making authority. We account for how funds are used and describe what we have actually documented, coordinated or funded — without claiming credit for the work of others.

Humanity
People’s lives, dignity, integrity, protection and essential needs are at the heart of our work.
Impartiality
Our interventions are based on needs and vulnerabilities, without discrimination or favouritism.
Independence
We decide autonomously with regard to any government, party, religious organisation, company, funder or interest group.
Non-partisanship
We support no party or candidate. This does not prevent advocacy or institutional dialogue related to our purpose.
Religious neutrality
We are not affiliated with any religion and do not proselytise. We respect everyone’s beliefs.
Non-discrimination
We act without distinction of origin, nationality, administrative status, sex, age, health, beliefs or opinions.
Integrity
We prevent corruption, fraud, abuse, exploitation, conflicts of interest and any misuse of our resources.
Transparency and accountability
We account for the use of resources, our decisions and our results, while protecting people’s confidentiality.
Do no harm
We assess the consequences of our interventions so as not to increase the risks faced by people and our partners.
Written rules that bind everyone.
Our code of governance and ethics applies to directors, members of the Executive Committee, volunteers and partners acting on our behalf. Each of them commits to it in writing.
Declare, then step aside.
Any conflict of interest, whether actual, potential or apparent, is declared without delay. The person concerned takes no part in the discussion or the decision, and their withdrawal is recorded in the minutes. Declarations are kept in a register reviewed every year.
No fraud, no corruption.
No exceptions, whatever the person’s role or the source of the funds, in France and abroad. The code requires segregation of duties between committing and paying expenditure, retention of supporting documents and traceability of every financial flow.
Nothing that creates dependence.
No cash gifts. Any benefit beyond customary courtesy is refused or handed over to the association. No gift is accepted during a selection, a purchase or the allocation of aid.
Speak up safely.
Fraud, an undeclared conflict of interest or harm to people can be reported in any language to report@
Adopted on 28 July 2026 by the Executive Committee on a transitional basis and in force since that date; it will be submitted to the Board of Directors for ratification.

The association was founded on 16 February 2026 and registered on 23 February 2026. These identifiers allow anyone to verify its existence and to contact us directly.

Trust rests on verifiable rules.
Donations support the mission according to documented needs, governance decisions and the applicable allocation rules.
Publishable financial information is presented once each financial year has been closed and approved. A donation never guarantees evacuation, a visa, or medical or university admission. It gives no say in any medical, academic or administrative decision. Every expense is linked to the mission, to the decisions taken and to supporting documents. Personal data remains protected.

We consider any collaboration around medical or academic pathways that meet our criteria.
A useful proposal specifies the resources that can be offered, its conditions, its limits and its timeframe: medical assessment, hospital placement, university admission, expertise, funding, accommodation, translation, logistics or institutional liaison. We then check whether it can serve a documented pathway. Nothing is announced to the people concerned before the necessary decisions have been taken.
